The design features an iconic wave roof to reflect its seafront location. Priority will be given to achieving a building of the highest environmental and energy efficiency standards and also to minimise future maintenance and repairs.
The remaining developer in the tender process can submit a planning application in the next few weeks.
The aim is for construction to start by the end of this year. It’s estimated that the project will take about 15 months to complete.
Leader of Neath Port Talbot, Ali Thomas said: "I am proud of everyone who has played a part in this whole process from elected members to officers and the public.
"Now that we can see what it will look like, I’m sure that everyone will be as excited as I am to see such wonderful twenty first century facilities for local people and visitors alike to enjoy.
"It will certainly be a focal point to enhance our strategy and vision for regenerating the whole area."
